On October 2nd, Psy held his free concert with Cyworld titled 'Let's Play with Psy'.

At the concert, he announced a special concert for the fans who had shown him continuous support. He said, "On October 4th, Billboard will announce the chart rankings. I can be 1st or I could drop down. But the reason I'm here in Korea at such an important time is because I want to thank my fans. Come to city hall on October 4th at 9PM."

Psy had previously promised that he would provide complimentary Cyworld themes and perform shirtless if he reached #1. He said, "I may or may not take my shirt off, but I will definitely perform for you. This year will mark my 12th year since I debuted, and I have hit my peak after 12 years. After 12 years, Psy became a rookie singer in some other countries, I performed at a country where I couldn't understand the language for 2 years. I've missed these concerts where the audience sings along with you."
