South Korea's Democratic Party to jointly pursue National Assembly vote for president Yoon Seok Yeol's impeachment + special counsel mandate for Kim Keon Hee scandal on Saturday

On December 5 KST, South Korea's Democratic Party announced its decision to pursue a National Assembly vote for the impeachment of president Yoon Seok Yeol, to be decided on Saturday, December 7 at 7 PM KST. This meeting will also decide on the vote of a revised 'Kim Keon Hee Special Counsel' mandate, Deputy Leader of the Democratic Party Noh Jong Myeon confirmed. 

On the decision to pursue both votes on the same day, Deputy Leader Noh explained, "In order to prevent the impeachment vote from passing, the People Power Party may choose to be absent from the plenary session. However, if no members of the People Power Party show up, the 'Kim Keon Hee Special Counsel' mandate will pass unanimously." 

The 'Kim Keon Hee Special Counsel' mandate, which was previously vetoed by president Yoon, is due to be decided if two-thirds of the National Assembly members present at the session vote to pass the bill. In the case of the impeachment vote, it requires the 'pass' vote of two-thirds of the entire National Assembly.

This means that if the People Power Party refuses to show up to the plenary session on Saturday, the 'Kim Keon Hee Special Counsel' mandate will be passed, a victory for the Democratic Party. However, if no members of the People Power Party show up, the party will also be held responsible for ignoring their duties as members of the National Assembly, and further, for ignoring the demands of the South Korean people to address president Yoon's recent actions of declaring martial law.

If some members of the People Power Party do show up to Saturday's session, they can then vote to 'pass' the impeachment bill, as the vote will proceed through an unsigned ballot. As Deputy Leader Noh put it, "We cannot force the People Power Party members to show up. However, with the 'Special Counsel' mandate at risk, the PPP will have to make a decision."

Meanwhile, South Koreans have issued a call for an emergency candlelight rally to be held on Saturday, December 7 KST, demanding president Yoon Seok Yeol's resignation from office. It's expected that scores of citizens will gather in front of Gwanghwamun (beginning at 3 PM KST) and Seoul City Hall (beginning at 5 PM KST) to call on Yoon Seok Yeol's impeachment. Many civilians have already begun gathering at the two locations since the Wednesday, December 4, organizing marches to the Yongsan Presidential Office.
