In South Korea, nearly all able-bodied men in their 20s are obliged to serve in the military for about 18 months. There is an exemption and alternative service system where athletes and artists recognized to have promoted national prestige – winning designated international awards or national contests – are granted an exemption. The ongoing debate in the country’s National Assembly largely stems around why athletes and classically trained dancers and musicians are able to earn exemptions from the country’s mandatory draft for their international successes, but pop stars and modern artists are not included in the parameters, originally instituted in 1973. This debate was initiated by opposition lawmaker Ha Tae-Kyung of the Bareunmirae “Righteous Future” party in July 2018.

Thereafter, when the Ministry Of National Defense proposed a revised military deferment law set to take effect from June 23, 2021, the Korea Music Content Association filed an official complaint on behalf of a number of K-pop companies, including South Korea’s “Big Three” agencies: SM, JYP, and YG, over the disapproval of the set criteria for benefitting from this rule change, are so narrow that it will pretty much only apply to members of BTS, despite initially appearing to be a broader change in favor of K-pop stars as a whole.
In its objection, the KMCA says the amendment is “unrealistic and unfair” as the new rule allows any artist who has received the cultural merit award from the country’s Ministry Of Culture, Sports, And Tourism to defer their military service by two years. The spokesperson for KMCA goes on: “We are not blindly saying we want lower standards. The current bars are unrealistically high. How are musicians supposed to meet a criterion that’s impossible to achieve? All we ask is that the ministry come up with standards that can be met and fulfilled by musicians, not extraordinary measures that cannot be made”.

To give an overview of the domestic concert economic effect brought by BTS, the Korea Culture and Tourism Institute announced on the 20th that if BTS normally holds concerts in Korea during the post-coronavirus period, the economic ripple effect will reach from 677.9 billion won to 1,220.7 billion won per performance.

Whereas the general public at large is aware of and recognizes BTS's impact on Korean culture and economy, consensus regarding their military enlistment is still ambiguous and is still very much a sensitive issue. Regardless, this is a matter that only concerns Korean citizens and their country, and the worldwide kpop community and people overseas who are not Korean citizens have no right to poke their nose into the matter and voice their seemingly righteous and judgmental opinions.
BTS's company and fans at large trust the Korean government to make the right decision and judgment for the best interest of their country and will fully support whatever decision that will be made in due course. The National Assembly has also stated that they will look into finalizing the matter by the end of April.
