The singer previously apologized and pleaded his position, asking to be allowed back to Korea and be given the opportunity to carry out his military service now - the military service he evaded 13 years ago by giving up his Korean citizenship for a U.S. one.
Since his broadcast, many suspicions have been raised as the public wondered, "why now?", "why 13 years after?". Some pointed out that perhaps the singer is running low on money, or that he's trying to restore his Korean citizenship so that he won't have to deal with some of the strict U.S. tax laws on foreign income (his income from activities in China).
The Justice Department also recently spoke out to say they're not sure if Yoo Seung Joon had actually contacted their offices to request for an interview with the Immigration Office, and the Military Manpower Administration also denied that the singer asked them about enlisting in the military last year.
With these accusations coming up, the singer held his second broadcast to refute some of these accusations and speculations.
He stated, "13 years ago, the promise that I wasn't able to keep with the citizens of Korea.. Because of this, to become a father who could stand proud [before his children], I came out to stand before the nation and confess and apologize. But the fact that I'm continually being reflected as a liar, it really hurts my heart. Even while knowing that me appearing here and speaking will once again cause a controversy.."
"Even 13 years ago, I did not lie because I didn't want to go into the military. And now, at this moment, I'm being made into a liar because of accusations that say I want to return to Korea to not pay taxes and that I lied about trying to enlist last year. Although it's my fault, I want to make clear that these accusations are not true. Some of you may have a difficult time looking at me, so I'm very sorry that I've come on here like this again. But I hope that you'll understand and trust my sincerity."
On why he appeared 13 years after to say all this, he stated, "I felt that my life would be a failure if I have to convey my problem or state excuses through the mouths of others, and not be able to stand dignified in front of my children... I was working hard since last year to convey my heart, but the timing of it..." He wasn't able to complete his sentence for a while, and then added, "I'm sorry to all those who have felt angered because of me."
He also revealed that he has never been one to calculate the timing of things, so he did not purposely time it so that he just missed the military enlistment cut off date. He stated that it might all sound like excuses but that he is one who does things when his heart tells him to, and he decided last year that he needed to set things straight once and for all to become a proud father to his children.
When asked what he has to say about the Military Manpower Administration saying that they had never been contacted by him regarding military enlistment, Yoo Seung Joon revealed that it was because he had not personally contacted the military, but a source he knew within the military. He, however, admitted that it was his fault that he did not properly look into these matters through a lawyer who is more knowledgeable on the subject.
He also revealed that he had recently requested for an interview with the Immigration Office with the help of someone he knew. This is why the Military Manpower Administration or the Justice Department do not have a record of him contacting them.
On his final words, Yoo Seung Joon stated, "I want to apologize once again. I'm so sorry and I've come on here with a regretful and reflecting heart. I know that you may feel bored from this interview, but it's been a long time and it has been 13 years worth of what I wanted to convey. I did not have the courage for a while, but the fact that I've been given this opportunity to apologize to all of you, I'm very thankful. I will do my best to find a path of atonement for the wrongdoing of my past. Thank you for listening to the excuses of a person like me."
