As we reported last time, District Attorney Kim Soo Chang was being investigated after being accused of committing public masturbation. The Jeju Provincial Police Agency recently announced their findings after examining the CCTV footage. However, due to conflicting reports among the Korean media, it's hard to say whether the man in the clip is Kim Soo Chang or if he was even masturbating.

On August 19 at around 2:12 PM KST, Nation's Ilbo reported that the Jeju Provincial Police Agency announced that they could not determine if the man in the CCTV clip was actually masturbating. In the clip, taken on August 12 at around 11:58 PM KST, a man wearing a green shirt and beige pants can be seen loitering near the fire station while talking on the phone. While the man uses one hand to hold up his phone, he appears to use the other to touch his genitals through the opened zippers of his pants. However, it is unclear whether he's masturbating or if he's simply urinating.

According to Nation's Ilbo, Mr. Kim confirmed that he was urinating, stating, "I was coming back to the prosecution building from an evening stroll and after about 7-8 km of walking, I had to urinate."

Joongang Ilbo, another major Korean news outlet, reported differently around 3 PM KST. According to their report, the Jeju Provincial Police Agency believes that the CCTV definitely caught a lewd act on tape; however, the question of whether the man in the clip is actually Mr. Kim remains unanswered. According to Joongang, Mr. Kim has an alibi for the time of the incident, saying, "After eating dinner, I took a long walk; on my way back, I took a seat at a table outside of a restaurant and I rested." He denies that the man in the clip is him.

Joongang obtained the CCTV clips shown in the news video above, which take place between 10:10 and 10:11PM KST, a few hours before the incident. The clip features a man in a green shirt and beige pants with balding hair following a pair of girls before going outside. Outside, he seems to look around before going in the same direction of the restaurant and his residence. He wears the same clothes as the man caught committing the lewd act and looks similar to Kim Soo Chang, but has yet to be identified as him. If the man in all of these clips turns out to be Kim Soo Chang himself, he will need to clarify or possibly change his story.
