Mr. Yoon Sung Yeo (age 54), who was unjustly imprisoned for 20 years as the culprit of the 8th serial murder of Lee Chun Jae, is expected to receive 2.5 Billion won (2.2 Million USD) in compensation from the state.

According to reports on March 10, the 5th Criminal Division of the Suwon District Court decided to pay 2.517 billion KRW in compensation to Mr. Yoon, who was acquitted in the 8th trial of Lee Chun Jae's serial murder back on February 19.

The court stated, "The claimant was unjustly detained for 7,326 days from July 25, 1989, to August 14, 2009. The claim of the case was filed under the Criminal Compensation and Honor Compensation Act (Criminal Compensation Act). Mr. Yoon Sung Yeo will receive 2.5 billion KRW in compensation for being unjustly imprisoned for 20 years."

The court acknowledged the claim, saying, "The claimant was detained for 7326 days from July 25, 1989 to August 14, 2009, and this case does apply for compensation provided for in the Criminal Compensation and Honor Compensation Act."

Accordingly, the court decided on the amount of compensation to be paid to Mr. Yoon as prescribed by the Criminal Compensation Act.

The current Criminal Compensation Act stipulates that the lowest compensation amount is the highest minimum wage under the Minimum Wage Act in the year when the cause of the compensation claim occurs, and the upper limit is five times the highest minimum wage in the year when the cause of the compensation claim occurs.

As a result, the court considered the deposit based on the upper limit of compensation based on the period and type of time Mr. Yoon was detained. He will be compensated for the mental pain, loss during detention, and circumstances that led to the acquittal trial.

Yoon was cited as the culprit of the "8th Lee Chun Jae serial murder" on September 16th, 1988, when Ms.Park was raped and killed while asleep at her home in Taean, Hwaseong-gun, Gyeonggi-do.

Mr. Yoon, who was arrested the following year after the incident, was sentenced to life in prison in the first trial and claimed that he confessed falsely after being tortured.

Mr. Yoon was then released from prison in 2009 after serving 20 years with a reduced sentence. In 2020, after Lee Chun Jae confessed to being the real culprit of the 8th murder, Mr. Yoon filed for a retrial to be acquitted of the crime. Then in December 2020, Mr. Yoon was declared innocent, clearing his name completely.
