The text message log between Ravi and military service exemption broker Mr. Gu has been revealed.
On April 3, the Seoul Southern District Prosecutor's Office's Military Manpower Administration's joint investigation team submitted a 53-page A4 document to the Ministry of Justice, which listed Ravi and rapper Nafla's specific acts of evading military service.
The indictment states that in February 2021, Ravi and his agency representative "A" met with Mr. Gu, a military service exemption broker. During the meeting, Mr. Gu suggested a plan for Ravi to evade military service by faking epilepsy symptoms, while Nafla could claim worsening mental illness as the basis for exemption.
In March 2021, Mr. A signed a contract on behalf of Ravi, which included a success fee of 50 million KRW (~38,164 USD). As part of the deal, they received a fabricated scenario of Ravi suffering from epilepsy. Then, in June 2021, when Ravi received a medical certificate for the military service exemption, Mr. Gu sent a text message to Mr. A congratulating him on obtaining an exemption from military service and texted, "Good, military exempt."
However, it was found that Ravi's neurologist could not find any abnormalities, and the rapper did not need any treatment or prescription of medicine. Nevertheless, Ravi firmly requested that he receive a prescription for medication and was able to obtain a diagnosis by protesting to his doctor, saying that his music career depends on the diagnosis.
This was the same for Nafla, who is under the same agency as Ravi. Broker Gu told Nafla to pretend that his mental illness had gotten worse. However, the prosecution found that Nafla regularly visited a clinic and was prescribed medicine that he did not take, and the symptoms of his mental illness did not worsen.
The Military Manpower Administration recently announced that it will be strengthening the criteria for military service by implementing specific guidelines for individuals with epilepsy-related convulsive seizures. These guidelines will be developed in consultation with medical experts, who will consider factors such as the timing and frequency of convulsive seizures and whether they can be controlled with drug treatment. In epilepsy cases, 30 to 40% do not show abnormalities on EEG or MRI scans. Broker Gu, a former military member, appears to have taken advantage of this fact to obtain military exemptions for his clients.
