The police stated, "On November 28, at a university hospital located in Incheon, a first year plastic surgery doctor 'A' treated an emergency patient 'B' in a drunken state, even conducting surgery [on the patient]."
According to the report, toddler 'B' was taken to the emergency room after having slipped on a puddle resulting in an open wound on his foot. 'A' then gave 'B' three stitches but was unable to seal the wound properly.
The parents explained, "['A'] staggered in and didn't disinfect the wound nor wear gloves for hygiene and roughly sewed in three stitches." They continued, "['A'] was threading a needle but he couldn't properly sew [the wound]." After making a complaint, the parents were able to secure another doctor at the hospital to redo the stitches.
The parents then reported 'A' to the police, who also had suspicions that the doctor was intoxicated. However, due to a conflict in policy, the police were unable to take his blood alcohol content (BAC) to confirm 'A's intoxicated state.
Instead, on December 1, the hospital disciplinary committee had suspended 'A' and dismissed 10 other people involved, including a plastic surgery professor and a nurse team leader.
