The writer said "best technical overall skill" and then put Bom on the list - someone who has famously damaged her voice through overstraining and poor technique. I would argue her strength lies in her tone rather than technical skill. There are other technically skilled singers that should be on this list, like Solji or Eunji or Minzy or Wheein.
