On June 12, Yangsan Police Station reported that 41-year old Mr. Seoh residing in an apartment building in Yangsan has been arrested and is currently being investigated for attempted manslaughter.
According to police personnel, Mr. Seoh went up to the rooftop of his apartment on June 8 at 8:10 am KST and cut down the safety rope holding construction workers Mr. Kim (age 46) and Mr. Hwang (age 36) with a cutting knife.
Mr. Kim was on the 12th floor when he fell to his death after his rope was cut while Mr. Hwang survived the fall as his rope wasn't completely torn.
Police rushed to the scene after receiving an emergency call and found the thick rope had been cut. Upon closer inspection, it appeared the rope had been cut down by artificial means. Later it was revealed that Mr. Seoh took action after neighbors complained about loud music being played from a cell phone.
Mr. Seoh claimed, "I have trouble sleeping at night and the loud music made it worse. Furious, I went up to the rooftop but I didn't see anyone except for a set of ropes so I chopped it down."
It was also revealed that Mr. Seoh had been drinking a bottle and half of soju at the time of committing the crime.
Currently, the police are looking to press charges against Mr. Seoh.
