According to reports, a law to prevent the use of the rising sun flag in Korea has been in discussion as early as 2013.

Girls' Generation Tiffany's rising sun flag controversy is just one of countless others that have occurred over the years. It turns out, back in September of 2013, a bill to ban the use of any symbols representing Japanese imperialism was proposed to the 19th National Assembly. 


But because the 19th National Assembly's term had come to an end around the time, the bill was discarded. In December of 2015, the bill was reintroduced to the Legislation and Judiciary Committee of the National Assembly, but failed to enter discussion due to a number of other bills with greater priority. 


The said bill proposes that anyone found using a symbol related to Japanese imperialism will be sentenced to at least 1 year of imprisonment, or fined with at least 3,000,000 KRW (~ 2,700 USD).


An associate of the National Assembly commented on the likelihood of this bill becoming reality by saying, "In light of the most recent controversy, there's a possibility that this bill will be put into discussion [this time]." Currently, the 20th National Assembly has come in session.
