A burning city bus causes commotion, but not for what you'd think

I think there's something wrong with this picture. A transit bus in Seoul faced some trouble and had to stop in the middle of the road. Because it was on fire.

It took place in Yangju-shi, Gyeonggido, and as you can see in the YTN video below, the back of the bus is completely in flames.

But what's even more shocking than the fire itself, is that the passengers in the bus are calmly remaining inside! The reason why they have not left the bus is unclear, and unexplained by news sources. Do they not know the bus is on fire? Are they not scared of being inside a burning bus?
