Sadly, it's soon-to-be-debuting IOI's Jung Chae Yeon.
She went with Ki Heui Hyun (Cathy) to vote on the 9th. But even though she turned 20 in Korea at the beginning of the year, she was turned away because her birthday is in December - which meant she wasn't old enough yet.

MBK Entertainment said, "Jung Chae Yeon went to the Seoul Chungdamdong citizen's center to vote with her labelmate Ki Heui Hyun. However, she turned 20 this year and her birthday is in December, so she couldn't vote, and she had to turn back."
Better luck next year, Chae Yeon!
