The incident allegedly occurred on November 9 at the Suwon Station located in the city of Suwon. The woman wrote that she was at the station's underground bookstore when she went up an escalator. Feeling something brush against her thighs, she looked behind her and saw that a man was holding a phone under her skirt. The man looked to be in his early 20s, had a small frame, and wore glasses. As soon as their eyes met, the flash of his phone went off.
The woman reacted immediately, grabbing the man and exclaiming, "Let's go to the police." The man claimed he deleted the photo and coolly told her to look at his phone. At this, the woman screamed for help. The man, embarrassed, shook her off and ran off to the restroom. Luckily, a policeman was nearby and was able to help her catch the man but they were almost unable to recognize him because he hid his overcoat in his bag and had taken off his glasses. The man had also deleted the picture from his phone before he was captured.
Despite catching the offender, the policeman told the woman that because the man is only a 21-year-old student who has no criminal record, the policeman didn't think he could give him a harsh penalty for a first time offense. The woman then pointed out that the fact the man quietly took a picture of her underwear and swiftly disguised himself afterwards indicates that this was a thought-out plan and thus, not his first time committing such a crime. As the woman believes that the man intended to spread her picture on the internet, she was enraged that because the man had no criminal record, he would only receive a light punishment.
The woman ended the post telling other women to be careful when wearing skirts so that the same thing doesn't happen to them. Netizen comments have been sympathetic with the woman, rebuking those who blame her for wearing a skirt. Comments include: "The people who keep using the logic that the girls wearing the skirts are the problem, why don't you also lump in together the skirt designers and the clothing company altogether? It's not having the abnormal, voyeuristic desires that's the problem, but your own self-control, and if you don't think you can control yourself then take medicine for treatment. Why do you break the law -_-," and, "There are still people who say that the girl wearing the skirt is the problem~. Then I guess I can hit you and say, 'Because I hit you for your weird smell, it's your fault for smelling weird.'"
